Description
Assembles the horizon-config DSL into a vortex and generates nix from an evaluated config: the per-package pkgs/*.nix (via cabal2nix), the overlay/package-set file, and flake.nix. This is the whole generator — the dhall front-end and the separate horizon-gen-nix binary are gone; the writers live here, over the vortex-native Horizon.Config.Schema.
