Horizon.Config.Toolchain

What a solve takes from the pinned toolchain root: its compiler, the packages its base set already provides, and cabal, pkg-config and native libraries from the nixpkgs it builds with. Everything is asked of the toolchain flake by attribute name, so the solve sees what the build will.

Resolve a toolchain flake reference: its ghc, the names its package set publishes (packageNames), and every output of cabal-install, pkg-config and the given native libraries from the nixpkgs it pins (a library's dev output carries its pkg-config file).

valueheld :: String -> [Text] -> IO [(Text, Text)]

The version a lower set holds of each of the given packages it provides, asked of its legacyPackages: a set layered on it solves around these. A package whose version cannot be read (an alias, a null the compiler provides) is left out.
