Horizon.Config.Scope

The repository scope a horizon.vx declares, held against what the local packages' .cabal files say. The verbs (license, language, extension, and per local package exposed, internal and suite) state facts the .cabal also states; the run refuses a config whose facts the .cabal contradicts, so the two cannot drift apart. A fact left undeclared is not checked.
