The config language: a package set expressed as a vortex script over a pure declaration effect row, replacing horizon.dhall. This library is only the schema — the Spec effect and its wisp-facing smart constructors — so the interpreter's package db stays small. The horizon-gen-nix integration that turns an evaluated config into nix lives in horizon-config-shell.
